Sarah S. Obeid is a highly experienced HR professional with over 15 years of management and HR consultancy experience in both public and private organizations. She has worked in various HR management roles within the banking, semi-governmental, contracting, and corporate sectors. Sarah has led the development of HR departments in several organizations, heading the transformation of the HR role from personnel to HR business partner. She has participated in the development of Dubai Government HR strategy, operational plans, and budgets. Sarah has worked on organizational development projects, including restructuring, defining mandates and functional directories to job scoping, defining job role and competency mapping. She has also participated in the development of public policies and frameworks such as Talent Acquisition, Succession Planning, Career Management, Competency frameworks, and Learning and Development. Sarah has managed projects related to Capability Building, Development of Career paths, Occupational Classification, Individual and organizational Performance Management, and Quality and Excellence. She has managed the HR functionality and HR employees’ competencies assessment project across 35 Dubai Government Departments and over 400 employees. Sarah has led, managed, and supervised the Talent Acquisition functionality. She has assessed leaders using various assessment tools and assessment batteries (both for the purpose of recruitment and/or development). Sarah has assessed exceptional employees within Dubai Government throughout several years with the Dubai Government Excellence Program (DGEP). She has created HR manuals and policies and procedures for the full spectrum of HR functions. Sarah has coached individuals working within the public and private sector in Asia, Africa, Europe, and North America.


Sarah is currently pursuing a Doctorate in Business Administration from Grenoble Ecole de Management. She has completed the HR Director’s Program from Cornell and holds a Master’s Degree in Public Administration (HRM) and a Bachelor’s Degree from the American University of Beirut (AUB).
